Essex County Council COmmunity Infrastructure Levy

Scope of Project

Essex County Council commissioned DAC Planning to support local authorities in Essex to consider bringing forward the Community Infrastructure Levy (CIL). DAC Planning have provided this service for Brentwood, Castle Point and Harlow Councils. The support includes providing advice on implementation, producing consultation and submission material and draft charging schedules, and reviewing viability assessments and consultation representations.


DAC Planning supported Castle Point Borough in the progression of CIL through the consultation, submission and examination stages. DAC Planning attended the Castle Point CIL Examination Hearing in October 2022.  DAC Planning supported Brentwood Borough Council in progressing CIL and completed their draft Charging Schedule consultation in November 2022. After assistance from DAC Planning, Harlow Council determined it would not introduce CIL due to the outcomes from the viability assessment.

Southend Infrastructure Delivery Plan

Scope of Project

DAC Planning and Arup are working together to produce the Southend Infrastructure Delivery Plan and Developers Guide to Infrastructure Standards and Contributions for Southend-on-Sea City Council in support of the emerging Local Plan. The team are producing a baseline assessment of infrastructure for consultation with key stakeholders, council officers and members, parish and town councils, and infrastructure providers.


The Developers Guide will replace the Council’s Planning Obligations Supplementary Planning Document, to provide developers with a clear and up to date understanding of the standards for the provision of infrastructure, and the extent of developer contributions towards new and improved infrastructure, expected to support development proposals in the area. 

Lewes and Eastbourne Community Infrastructure Levy

Scope of Project

DAC Planning is providing dedicated Community Infrastructure Levy (CIL) support to Lewes and Eastbourne Councils. DAC Planning is overseeing all workstream tasks undertaken by the CIL team and ensuring the team are on track with key milestones, including passing neighbourhood CIL to parishes and passing CIL to community groups and town and parish councils who have been successful in bidding for CIL. We are also training officers and verifying that functions are undertaken in accordance with statutory requirements.

Maldon Infrastructure Delivery Plan

Maldon

Scope of Project

DAC Planning and Arup were commissioned by Maldon Council to produce an update to the Infrastructure Delivery Plan. This will underpin the finalisation of the Community Infrastructure Levy Charging Schedule. DAC Planning and Arup have supported Maldon District Council with a policy review update, production of a baseline assessment, stakeholder engagement and workshops with elected members and officers.

Project outcome

DAC Planning and Arup worked closely with the Council and viability consultants to complete the Infrastructure Delivery Plan Review for Maldon District Council.
