Nutrient Neutrality Paper - March 2022
The impact of nitrates and phosphates on European Sites gained notoriety in 2019, with advice from Natural England causing disruption to planning applications and housing delivery across South Hampshire. Nearly 3 years on, Natural England has written to 42 LPAs, as well as the 32 LPAs already affected by nutrient pollution as of 16 March 2022, advising them of the need to carry out appropriate assessments to prevent and mitigate against further nutrient related damage to European Sites in unfavourable conditions.
DAC Planning has produced a briefing note covering the impacts of this development, explaining what nutrient neutrality is and why it is relevant, and the support available to affected catchment areas.

In general terms, we welcome the proposals in the White Paper to streamline and modernise the planning system. However, we highlight several areas of concern in regards to the potential
application of the proposals, based on our professional experience and our fairly unique perspective as consultants working exclusively to support local planning authorities and local communities across the country in plan production.

Many local authorities across the country are considering the inclusion of large scale allocations within Local Plans as an effective approach to delivering challenging local housing requirements and providing associated infrastructure. However, the complexity in planning for large scale developments can often lead to significant delays in the production of Local Plans, as well as delays to the consideration and determination of planning applications further down the line.
