THE COMMUNITY INFRASTRUCTURE LEVY

DAC Planning has experience in the preparation and production of evidence base documents, charging schedules, and consultation documents required to support the introduction of a Community Infrastructure Levy in an area.

We are aware that local authorities can often be faced with significant resource demands, complex problems, and multiple priorities, and the production of a Community Infrastructure Levy charging schedule can often be delayed when faced with other priorities such as the production of the Local Plan and associated documents. DAC Planning can support local authorities to bring forward a Community Infrastructure Levy Charging Schedule quickly and effectively, without having a detrimental impact on other Council priorities. 


DAC Planning can provide the following services to support a local authority in producing or reviewing a Community Infrastructure Levy:


  • Offering expert advice and problem solving;
  • Undertaking research to inform decision making and the production of evidence   base documents;
  • Drafting the Charging Schedule, supporting text, consultation documents and supporting material;
  • Collating and analysing consultation representations, and reporting on the outcomes of a consultations;
  • Commissioning expert financial viability support on behalf of the Council;
  • Producing evidence base documents on a range of subjects, reports to support decision making, and examine statements; and
  • Representing the Council at Independent Examination, consultation events, and stakeholder meetings

like to influence the content of an emerging Community Infrastructure Levy 

Charging Schedule.


DAC Planning can provide the following support to 

residents, community groups, organisations and stakeholders:


  • Offering expert advice to consider the impact of proposals and how to respond;
  • Undertaking research to review the impacts of proposals and inform consultation representations;
  • Commissioning expert financial viability support;
  • Producing detailed consultation representations on a draft Charging Schedule and associated evidence base documents; and
  • Representing residents, community groups, organisations and stakeholders at Independent Examination, consultations events, and Council meetings. 

 

Infrastructure Delivery Plans

DAC Planning has extensive experience of producing Infrastructure Delivery Plans for local authorities. We understand the importance of effectively planning infrastructure delivery to ensure the deliverability of strategic proposals within a Local Plan, and we have an excellent understanding of how infrastructure providers, developers, local people, and other stakeholders should participate in the production of an Infrastructure Plan.

Through our experience in producing and implementing Local Plans, we are aware of the importance of having an up to date Infrastructure Delivery Plan. DAC Planning can support local authorities to produce an Infrastructure Delivery Plan alongside the production of a Local Plan by providing the following support:   

  

  • Undertaking research and focused consultation with infrastructure providers and key stakeholders;
  • Establishing mechanisms for the funding and delivery of infrastructure, including effective Section 106 pooling arrangements in accordance with relevant regulations;
  • Working with statutory agencies to secure infrastructure funding;
  • Drafting the Infrastructure Delivery Plan;
  • Collating and analysing consultation representations, and reporting on the outcomes of a consultation;
  • Representing the Council at stakeholder meetings; and
  • Presenting the emerging Plan at various stages at Council meetings, public meetings, and developer forums.
